FSL is a 501(c)3 nonprofit organization whose mission is to provide home and community-based services and develop energy-efficient, affordable housing. Incorporated in 1974, the organization’s original mission was focused on seniors. Since then, FSL has expanded its programs to reach Arizonans of all ages. Sales in Casa del Sol are not age-restricted.
The Casa del Sol subdivision will consist of 16 lots, averaging 5,450 square feet.
FSL will offer three different single-story floor plans. The smallest plan is 1,236 sq. ft. and includes 3 bedrooms, 2 bathrooms, and a 1-car garage. The largest plan is 1,607 sq. ft. and includes 5 bedrooms, 2 bathrooms, and a 2-car garage.
Sales prices will be based upon appraised value. The project is considered affordable because income-qualified households who purchase FSL homes in Casa del Sol may receive sufficient downpayment assistance that balances monthly payments to not exceed 30% of the household income. Additional homebuyer assistance may be available by “layering” additional grant and loan programs. The availability of additional assistance will vary depending upon the lender (buyer’s choice) and the buyer’s household income.
Homebuyer assistance, often referred to as Down Payment Assistance (DPA), is a soft 2nd (often 3rd and 4th) loan against the property. In addition to the first mortgage buyers will take out to purchase the home, buyers will have a 2nd loan that can be used at the time of purchase to subsidize the down payment. Some buyers may qualify for a 3rd (and possibly 4th) loan. While all buyers will have a monthly house payment based on the terms of their first mortgage, the 2nd loan is 0% interest, with $0 due each month. The 2nd loan is fully forgivable after 10 years, provided the buyer remains in the home and meets all program requirements. If sold in the first 10 years, the full loan balance is due and payable subject to market conditions and appraisal value. During years 10 – 15, the loan is self-amortized at 20% per year until completely forgiven at the end of year 15.
Buyers must meet the following criteria to purchase a home in the Casa del Sol subdivision:
- Buyer must be a U.S. Citizen or a Legal Permanent Resident of the U.S.
- Gross annual household income (including all adults) must be at or below 120% AMI* (see AMI Chart below)
- First-time homebuyer having not owned a home in the last three calendar tax years.
- Buyer must occupy the home as their primary residence. (No investors or 2nd home buyers. Can’t be on title to other property.)
- 120% AMI Buyers must contribute a minimum of $5,000 of their own funds towards the down payment, 80% AMI Buyers will need $3,000 on hand to support their down payment, except in the case of VA or USDA loans. No less than two homes will be reserved for preference of 80% AMI qualified buyers.
- Buyer must be willing and able to attend a virtual 1:1 appointment with our housing counseling agency partner.
- Buyer must qualify for a mortgage with a housing payment debt-to-income (DTI) ratio of 25-33% and an overall long-term debt ratio not more than 43%.
- Buyer must attend an online Home Buyer Education (HBE) class before the close of escrow can be scheduled.
